पुढील उतारा वाचून त्या खालील प्रश्न क्र. 116 ते 120 ची उत्तरे लिहा : या देशाचें प्राचीन संस्कृत नांव आर्यावर्त किंवा भरतखंड असें आहे. परंतु तार्तर देशांतून जे मोंगल मुसलमान लोक जिंकण्याकरितां हिंदुस्थानांत शिरले होते, त्यांस हे लोक काळे असें भासलें म्हणून त्यांनी तद्वाचक हिंदु असें नांव त्यास दिलें व त्यामुळें हिंदुस्थान हेंही नांव या देशाचें त्यांनींच ठेविलें. त्याचाच भावार्थ पुढें काळे लोक काळी पलटण असा झाला. युरोपखंडांत कित्येक राज्यें व संस्थानें आहेत; आणि हा एकटा हिंदुस्थान देशच अर्ध्या युरोपखंडाएवढा आहे. म्हणून या देशास एक देश आहे म्हणणें वास्तविक पाहिलें तर योग्य नाहीं. कारण कीं, हें खरेंच एक मोठें खंड आहे व त्यांत अनेक देश आहेत. एकंदर प्रजा यांत 20 कोटी आहे व विलायतेंत सारी दोन कोटी प्रजा आहे. तेणेंकरून विलायतेचे दसपट हा देश मोठा आहे. आतां विलायतेची वसाहत जरी फार दाट आहे, तरी हिंदुस्थानची लांबीरुंदी 15/16 पट त्यापेक्षां अधिक येईल. या देशांत जिकडे तिकडे ब्राम्हणांचा अधिकार, संस्कृत भाषा व धर्म एकसारखा आहे, इतकेंच काय तें ऐक्यतेचें चिन्ह आहे. परंतु तसा युरोपखंडांतही सर्वत्र एकच धर्म चालतो. तथापि देश व राज्यें पृथक मानिलीं जातात व युरोपांतील लोक मोठे पराक्रमी आहेत. अस्तु. हिंदुस्थानचे दक्षिण भागास चार भाषा आहेत. कानडी, मलबारी, तैलंगी आणि द्राविडी. यांपैकी द्राविडीस 'तामळ' किंवा 'आरवी' असेंही म्हणतात. या चारी भाषा एका पद्धतीच्या आहेत. यांमध्यें व मध्य हिंदुस्थानचे भाषेंत एक मोठा भेद असा आहे कीं, मनुष्यजातीखेरीज सर्व पदार्थ नपुंसक लिंगांत जातात. घोडा, घोडी; बैल, गाय यांचा भेद नाहीं. मनुष्याव्यतिरिक्त बाकी जिवांस त्या भाषांत एकच नपुंसक लिंग समजतात. या चार भाषा सोडून मध्य हिंदुस्थानांत किंवा दक्षिणेकडे आलें म्हणजे तेथें सहा भाषा एकाच तऱ्हेच्या आढळतात. 1 मराठी, 2 गुजराथी, 3 मेवाडी, 4 मारवाडी, 5 कच्छी, व 6 सिंदी. नंतर पूर्वेस फिरलें म्हणजे 1 माळवी, 2 रांगडी, 3 ब्रिज, 4 मुलतानी, 5 काश्मिरी व 6 पंजाबी; आणि याचेही पूर्वेस वळल्यावर 1 हिंदी, 2 बंगाली, 3 उडियी, आणि 4 नेपाळी अशा 4 आहेत. या सर्व पूर्वेच्या भाषा एकसारख्या पद्धतीच्या व एकमेकींस जवळजवळ आहेत. एकूण 20 भाषा झाल्या. आतां या सर्व भाषा बोलणारे लोक पाहिले तर वेगळ्या स्वभावाचे व वेगळ्या पोषाकाचे आणि वेगवेगळे रीतिभातीचे आहेत. या वीसही जातींचे लोकांत चांगले लोक ब्रिज भाषा बोलणारे हे आहेत. हे स्वरूपानें, स्वाभाविक गुणानें व शौर्यानेंही फार चांगले आहेत व इंग्रजी पलटणींत जे बहुतकरून लोक असतात, ते याच प्रदेशांतील. यांचे मनामध्यें कपट नसून मित्रभाव चांगला असतो व प्रसंगीं हे आपले जिवाकडेही पाहावयाचे नाहींत, असे हे खरे क्षत्रिय लोक आहेत.

Read the following passage and answer the items that follow (191–195). Your answers to these items should be based on the passage only. Amnesty International's charge that 'tens of thousands' of political prisoners, including prisoners of conscience, are languishing in Indian jails and that prisoners are routinely tortured in this country has to be seen in a much wider context than the organisation's annual report cares to do. In its overall appraisal of 151 countries, Amnesty has accused 112 of torturing prisoners, 63 of harbouring prisoners of conscience, 61 of resorting to political killings and 53 of detaining people without a trial. Of these apparently overlapping categories, India seems to have been excluded from the list of the 61 which undertake political killings. The report has however, pointed out that scores of people in India die of torture in police and military custody and that many also simply disappear. Clearly, only a thin line separates the 61 charged with political murder from the rest. Before coming to such conclusions, however, it may also be necessary to classify the various countries according to their political systems. Torture by the security forces and killings at the behest of the government make no difference to the victims whether they are in a democratic country or a totalitarian one. It is also nobody's case that a democratic country is less culpable than a dictatorship in the event of human rights violations. But the point perhaps still needs to be made that torture or 'disappearances' represent a failure of the system in a democracy in contrast to being an integral part of state policy in a country ruled by an autocrat who is answerable to no one. India may be guilty of keeping 'tens of thousands' behind bars and of the other human rights abuses mentioned by Amnesty, but it still remains a qualitatively different place from a totalitarian country. It is in this respect that Amnesty has been less than fair. It has chosen to ignore the distinctions between the good, the bad and the ugly. The openness of Indian society will be evident to anyone who spends half an hour in one of its chaotic market-places or visits the law courts or watches a political rally or reads a newspaper or strikes up a conversation with any person on the roads. There is no sense of fear in India, as in a dictatorship. There is also scope for securing relief from the heavy-handed behaviour of the authorities, even if the human rights commission has not yet lived up to expectations. Unless such points are recognised, Amnesty's assessment will seem to be a dry recital of statistics which may pillory India simply because of its larger population. Mercifully, Amnesty nowadays at least notes that the terrorists also indulge in human rights violations and that India has to cope with several insurgencies fomented by a country where the military does not always seem to be under the control of the elected government. True, there is much that is wrong in India's prison system and with the way the terrorist challenge is sometimes met, but the stress should be on activating the self-correcting mechanism within a democracy and not merely on painting a grim, even biased, picture.
